The Windows Server 2003 Administration Tools Pack (Final Build 3790), commonly known as adminpak.msi, is a Microsoft utility pack designed to enable remote server management. It allows network administrators to install the native management consoles of Windows Server 2003 directly onto local client workstations running Windows XP Professional or another machine in the Windows Server 2003 family. Core Purpose & Utility

Instead of using a virtual desktop or physically logging into a server rack, adminpak.msi deploys Microsoft Management Console (MMC) snap-ins locally. This isolates server tasks to the administrator’s desktop, drastically optimizing resource use and security by removing the need for active Remote Desktop Protocol (RDP) administration sessions.
